UNESCO is crafting a new Partnership Strategy for 2026–2029 to align with our and the new . In 2024, the Executive Board requested a four-year strategy instead of biennial plans. This longer-term approach will help us engage partners consistently and holistically, making the most of both financial and non-financial collaboration. In today’s world of shifting priorities and tighter aid budgets, a clear strategy is more important than ever.
Developing this Partnership Strategy will involve extensive review and consultation. UNESCO examined past efforts (such as the 2019 Comprehensive Partnership Strategy and the Resource Mobilization Strategy) and lessons from a recent internal audit. We also studied partnership approaches of other UN agencies for inspiration (this document can be found under the content page in this group). Now we are seeking your input to finalize the strategy. The SparkBlue consultation is a key part of this process. Feedback from internal and external partners will help shape the strategy’s objectives and subsequent implementation plan.
The draft strategy outlines several key objectives, including:





Roll-out plan
The Partnership Strategy covers 2026–2029. We aim to finalize it ahead of the approval of the UNESCO Programme and Budget for 2026–2029 at the upcoming 222nd session of the Executive Board. The SparkBlue consultation is open now (July 2025) and will be summarized and integrated into the final strategy draft. All contributions received will be carefully reviewed by the Bureau of Strategic Planning before the strategy is presented to the fall session of the Executive Board 2025.
