GBV proliferates where justice and security institutions do not protect vulnerable people, or hold perpetrators accountable. When perpetrators are not prosecuted, would-be perpetrators are not deterred, and GBV multiplies in a context of impunity. When survivors of GBV cannot effectively assert their rights, there is passive acceptance of abuse. GBV then multiplies in a context of silence. A cycle of impunity, silence, and widespread GBV is common in the poor and conflict-affected countries in which the capacities of justice and security institutions are weakest.
