The “planning and paying” approach to ending GBV combines the latest thinking in cost sharing with long-standing local participatory planning methods. Under it, local action plans to address GBV are designed through participatory methods, engaging multiple sectors and partners. The local action plans strive for multiple outcomes, including to prevent violence before it starts, increase gender equality and enhance services for GBV survivors.  

This approach supports communities to define their own solutions and establish sustainable financing for local GBV action plans from multiple payers who benefit from the results, increasing the efficiency and impact of traditionally separate financing streams. 

Pilots in Peru, the Republic of Moldova and Indonesia of the ‘Ending Gender-based Violence and Achieving the Sustainable Development Goals’ global project are applying this approach, with local action plans that were developed by a diverse group of community stakeholders.  

These pilots have also sought to connect GBV prevention and response with other community priorities, including COVID-19 response and localized efforts to achieve Sustainable Development Goals. 

  • In Indonesia, the pilot exponentially increased women’s participation in local planning and COVID-19 response.
  • In both the Republic of Moldova and Peru, the project’s participatory process increased representation in decision making from diverse groups.

The experiences of these UNDP pilots have led to local action plans being replicated in other places across the three countries. Findings from the three pilots will also guide overall recommendations on developing and implementing high quality participatory local action plans to prevent and respond to GBV.
