Introduction to the Course
Welcome to the Scaling Urban Projects course, an integral part of the Mayors for Economic Growth (M4EG) initiative. This programme supports over 430 municipalities across five countries in their efforts to become future-ready. Over the past four years, we have engaged more than 1,000 municipal staff through capability development programmes, with 50 municipalities receiving in-depth support. This assistance has encompassed the development of skills, strategies, project plans, and the provision of funding for project implementation.
Municipalities face significant challenges, including limited funding sources and the need to address diverse community demands. These difficulties are exacerbated by inadequate fiscal policies, insufficient management capacities, and limited access to external investment. Meanwhile, investors have expressed a willingness to finance urban projects but have noted a lack of well-prepared, scalable project pipelines.
To bridge this gap, this course focuses on equipping municipalities with the knowledge and tools to develop scaling strategies. This includes transforming pilot projects into impactful, large-scale initiatives by identifying potential partnerships, exploring diverse funding sources, leveraging financial instruments, and determining effective implementation frameworks. For instance, the Urban Imaginaries programme, in collaboration with Arup, supported eight municipalities in devising strategies to scale their projects effectively.

Through this course, we aim to share these insights with a wider community of practice, fostering an environment where municipalities can exchange best practices, innovative tools, and valuable experiences. How is this course structured?
The course on scaling urban projects for municipalities consists of three modules; each module is designed to complement and extend the previous one.
The first module “Building Compelling Funding Proposals", will support you on how to structure strong winning proposals, understand the donor’s brief, and prepare a stakeholder engagement plan.
The second module “Exploring Diverse Funding Streams” will help understand different funding streams and how they can be interconnected and bring value and visibility to different projects.
The third module “Understanding Green and Sustainable Finance” will explore sustainable finance options for funding urban development projects. It provides insights into how cities can align their projects with sustainability goals to attract environmentally focused investors.
