Professor Stefan Dercon argues in his new book ‘Gambling on Development’ that many of the development success stories have not been achieved by following specific blueprints for development but rather ‘thanks to the presence of a development bargain—that is, an underlying commitment to growth and development by members of a country’s elite’. This includes three conditions: durable political and economic deals among the elite, a mature, sensible state, and the ability to learn from mistakes and course correct.

Join us for this conversation between Achim Steiner, UNDP Administrator, Stefan Dercon, Professor of Economic Policy at the Blavatnik School of Government and the Economics Department, Georgiana Braga Orillard, Resident Representative of UNDP Chile, and Angela Lusigi, Resident Representative of UNDP Ghana moderated by Francine Pickup, Deputy Director, Bureau for Programme and Policy Support, on the topic of Gambling on Development, a recent book by Professor Dercon, and its implications for international aid and governance. The main topic of conversation is: ‘Why do some countries remain poor while others stumble on a path to growth and development?’.
The aim on this session is to reflect on the notion of a “development bargain” for the future of international development, exploring questions such as:
- What does it mean for the role of development organisations like UNDP: is the vision of an elite bargain too reductive, are there other actors at play such as civil society?
- What is the role of these organizations in countries where the elite is not willing/able to commit to growth?
- How does this resonate with experience on the ground - how do elites build on existing capabilities within a country and what about countries in conflict situations?
