We are thrilled to welcome UNDP’s Chief Digital Officer, Robert Opp to lead the UNEP Digital Discovery Session on  UNDP’s Digital Transformation Journey covering the vision, strategy and lessons learned.

Robert leads the agency’s digital transformation process, an organization-wide effort, to harness the power of new technology to improve the lives of those furthest behind. He is responsible for accelerating the uptake of digital technologies across 170 countries globally with more than 17,000 staff.

Prior to this role, Robert served as Director of the Innovation and Change Management Division within the UN World Food Programme (WFP) where he established an in-house ‘Zero Hunger’ innovation accelerator and created an award-winning crowdfunding smartphone app, ShareTheMeal which has raised over US$40 million for hunger programmes.

Previously, Robert was a management consultant with the Boston Consulting Group (BCG) based in Singapore where he served a wide range of private sector companies throughout Asia and the Middle East. He has also served in various other capacities in the UN, including Manager of emergency food aid assistance programmes in Angola within a $260 million operation that reached over 1 million internally displaced persons affected by civil war. Robert began his career at Canada’s International Development Research Centre (IDRC) managing projects focused on peacebuilding in post-conflict countries.

I understand that UNDP as an institution has been going through some challenges. for example , unable to respond to stakeholders needs. The unhappy path in this case scenario are for example, failure to accommodate a more strategic perspective in relation to digital transformation. In addition, digital issue, user friendly, design stage, commitment to open data, open standards, open source, development, privacy and security. There also some risk associated including, exclusion of some countries facing the threat of being left behind because of lack of internet access thus, trends in equal distribution of opportunities. The challenge of managing the time line is another factor to consider. The 2018 to 2021SDGs UNDP initial strategic goals rarely implemented, or discuss about internet of things.

I strongly agree with the following statements from the UN. “The UN Secretary General has detailed a Strategy on New Technologies that affirms that the reform of the UN and its digital transformation must be anchored in the values and obligations defined by the Charter of the UN and the Universal Declaration of Human Rights. The Secretary General notes that it is vital that we integrate new technologies in the realization and acceleration of the SDGs, with equality and equity as the guiding principles in this campaign towards digitization and digitization. These issues matter deeply to the UNDP and have been integrated into this Strategy”

I believe these issues can be addressed especially; those holding UNDP back from improving the Digital transformation if, UNDP aims are to integrate end user’s needs. End user's needs must be align with UNDPS business and system requirement.

The use of Gap analysis will help to compare UNDP’s (AS IS) project performance against the performance planned for the AS IS TO BE, reviewing the existing documentation to enable UNDP to provide services that will meet the needs of the users. Conduct data analysis to provide analytics in relation to stakeholder’s behavior, spending pattern, product trend and engagement with the features and other requirements “relevant tools to query and analyse data for Data Quality purposes and better documentation. Intermediate to advanced skills in data manipulation tools such as using Excel, SQL, Power BI, SSAS, Tabular. Create opportunities. Effective and efficient are vital , communicate, engage and advocate” To achieve the project scope. UNDP need to use digital technologies that help to connect “knowledge, and make it more accessible within UNDP and across UNDP networks of partners. Need to facilitated various workshop sessions to elicit requirements, and walk-through sessions to review requirements and agree solution options , attend regular stakeholders’ meeting such as design authority, change board, steering committee to provide project update using RAG and RAID to discuss and escalate issues when required. User research can also help to shape and define the guidelines. The Epic (Agile), high level requirement (Waterfalls) will be “two inter-related Digital Transformation Pathways” Features or detail requirements will be articulated from UNDP professionals in order to achieve the project objective by 2021. The need of agile ways of working is a prerequisite

Epics 1 is the Digital Transformation Pathway and the minimum viable product to deliver the sprint need be agreed within a specific time limit. Delivery should be on incremental basis. Review existing documentation Modeled the end to end existing process using visio, need to identify GAPs and modeled the ‘To be’ process. These need to reviewed and signed off by the management team
Features1.1Re/ define digital delivery models must be articulate in more details. Delivery will be the automation therefore, efficiency and effectiveness, including business rules. The system must be user friendly, system requirements for the Non functional Requirements must be Documented.
Regularly engagement with solutions architects, UAT teams, Project manager, Accountable executive example, documented requirements in the user stories format, Epics, Features and acceptance criteria. Regular updates to stakeholders on project status going forward (see also my suggestion for the automation process in the Pdf document)

“Improve digital partnership, engagement and advocacy journeys” Conducted system interface analysis on CRM application to determine future application migration and consolidation strategy.
Developed functional design and worked closely with the development team on technical design specification to ensure that the technical design catered to the project needs for areas impacted by the upgrade and new functionality. Increase digital and social media marketing visibility. Organize JAD sessions which involved both the primary and secondary stakeholders of the system. This is to ensure the need of the clients is being communicated effectively to the developers. My contribution to other topics such as ; Epic 2 Digital Transformation… will follow soon
