Malaysia

Systems, horizon scanning and Anticipatory Governance: Exploring how decision making approaches shape capacity for anticipatory governance, and building on the RBAP horizon scanning pilot, we are conducting an integrated skills-building and pilot exercise on systems thinking and horizon scanning with the National Institutes of Health (NIH) over a five-month period on the intersection of health and development. We are supporting an NIH project team to adopt systems analysis and horizon scanning into an existing project, while using that project as a case study in a training workshop for health system researchers. In parallel, we are also contributing a chapter introducing foresight and anticipatory governance concepts in an NIH training manual on 'Health Policy and Systems Research.

Pacific/Fiji

Anticipatory Governance: A year-long action research process, in partnership with the RBAP Strategy, Policy and Partnerships (SPP) team, to unpack and co-create locally-relevant formulations of anticipatory governance in Pacific Island countries. We are experimenting with applications of strategic foresight, as an entry point to reorient decision-making towards more anticipatory and long-term postures, across several government and civil society development contexts. Through such engagements, we seek to understand and shape a service offer based on: What pillars of anticipatory governance are most useful for decision-making ecosystems dealing with complexity and uncertainty in the Pacific? What are the pathways by which short-term applications of strategic foresight in existing policy and programme processes can support the long-term evolution of institutional cultures and governance models to be more future-fit?
