At the 17th BRICS Summit held on 6 July 2025 in Rio de Janeiro, leaders of the 11 largest emerging economies signed the Joint Declaration of the 17th BRICS Summit in Rio de Janeiro. Entitled "Strengthening Global South Cooperation for More Inclusive and Sustainable Governance", the document seals the group’s commitment to strengthening multilateralism, defending international law, and striving for a more equitable global order.
With 126 commitments adopted across strategic areas including global governance, finance, health, AI, climate change, peace and security, the outcome document reflects the collective ambition of BRICS to reposition Global South as a driving force for peace, equity, and resilience in a rapidly shifting global landscape. It shows strong support for a reformed, inclusive multilateral order rooted in UN Charter principles, with increased representation of developing countries in global decision-making, especially from Africa, Latin America, and the Caribbean.
Key Highlights:
Finance: Call for increased IMF quotas and World Bank shareholding for developing countries—without diminishing their role in global financial governance.
Health: Launch of the BRICS Partnership for the Elimination of Socially Determined Diseases, addressing root causes like poverty and exclusion.
AI: First-ever BRICS declaration on AI governance, emphasizing a collective Global South approach to equity, safety, and access.
Climate change: Endorsement of Brazil’s Tropical Forest Forever Fund and launch of the Climate Framework Declaration, setting a 5-year roadmap for climate finance.
Peace and Security: Joint commitment to a multilateral approach to peacebuilding that rejects the securitization of development and climate action.
