The Kyrgyz Republic is located practically in the center of the Eurasian continent, at a great distance from the oceans, without access to powerful international transport communications. The population of Kyrgyzstan is 6,636.8 thousand people, of which, according to various estimates, from 300 thousand people up to one million citizens with families are in labor emigration. In 2020, 1 million 678 thousand people lived below the poverty line, of which 73.7 percent were residents of rural areas.

Agriculture is one of the leading sectors of the country's economy, both in terms of the amount of benefit created and in terms of the number of employees. The dependence of the population on natural resources remains high. Thus, more than half of the country's population depends on meadow ecosystems (pastures), about 1.2 million may in a single depend on forest ecosystems.

Economic growth in the Kyrgyz Republic has so far been mainly due to the uncontrolled use of a significant amount of natural resources. There are huge losses and degradation of natural capital. At the same time, the Kyrgyz Republic is committed to the implementation of the UN 2030 Agenda for Sustainable Development. The quality and standard of living, the rights and obligations of a person are at the center of state policy.

Complex political processes and the COVID-19 pandemic have driven the socio-economic development of the Kyrgyz Republic in recent years. To restore economic and social stability after the COVID-19 pandemic, a package of priority measures adopted in the Kyrgyz Republic, which included elements of a "green recovery".

In addition to measures of social support for the population and assistance to business entities, the action plans of the Cabinet of Ministers of the Kyrgyz Republic covered such important areas related to mitigation and adaptation to climate change as the construction and rehabilitation of drinking water supply and irrigation systems, the creation of favorable conditions for attracting investments to promote projects for renewable energy sources (RES), promoting the production of organic and ecological agricultural products and focusing on the development of a "green" economy in general.

Such important strategic documents as the National Development Strategy of the Kyrgyz Republic for 2018–2040, the Climate Investment Program of the Kyrgyz Republic, the Nationally Determined Contribution of the Kyrgyz Republic (NDC), the Green Economy Development Program in the Kyrgyz Republic for 2019–2023, and etc. have been adopted.
