This is a handbook for countries preparing to conduct a voluntary national review (VNR) and present their VNR at the 2025 High-Level Political Forum on Sustainable Development (HLPF) to be held under the auspices of ECOSOC from 14 to 24 July 2025 at United Nations Headquarters in New York.
The handbook provides step-by-step guidance on the process of preparing and presenting a VNR and includes the Secretary General’s Voluntary Common Reporting Guidelines for VNRs, which have been updated for 2025, in Annex 2. The handbook and the guidelines both offer instructions and provide practical information on the steps that countries may take when preparing a VNR. The handbook is not exhaustive and there are many other sources of information that may further assist countries, some of which are indicated in the text.
