Pathways for Economic Growth (P4EG)
We are living in a time characterized by change; from our rapidly warming climate to growing urbanisation, as well as demographic shifts, to global pandemics and conflict. Municipalities are often at the centre of this change and are facing a growing number of complex challenges. To prepare for, and adapt to, an increasingly uncertain future, new tools and approaches can help municipalities thrive into the future. To drive transformation change, increase local leadership, capability and engagement, and build institutional and individual professional strengths, the M4EG has launched a new generation of local economic development plans – the Pathways for Economic Growth (P4EG).
Why this course?
This course complements the P4EG Guidance Note. It is designed to enhance the planning efforts of the P4EG, aiming to boost the capabilities of municipalities in developing their local economic development plan. Its goal is to assist in formulating forward-thinking plans that not only foster the prosperity of your locality but also ensure active community involvement throughout the development process. Acting as a foundational phase for the P4EG's development, the course offers an in-depth exploration of key topics and tools that are instrumental for municipalities to effectively develop their P4EG plans and implement best practices into their day-to-day activities.
What can I expect to gain from this course?
Across a series of modules, you will gain a broad understanding of a range of topics; from key factors of local economic development, and the EU’s Green Deal, to approaches to managing complex programs and projects and engaging with key local stakeholders.
▪️ The course takes a broader focus on local economic development in comparison to arguably more traditional local economic development learning courses, with a key emphasis on sustainable growth within the planetary boundaries.
▪️ The course provides a range of opportunities to learn; from video summaries and bite-sized content to interactive quizzes and activities to help you to apply these new learning to your own context.
▪️ This course has been designed for a broad range of municipal officials, ranging from technical staff (including planning staff) to management and leadership, and offers an opportunity for all municipal changemakers and their partners to learn a new holistic approach to economic planning.

▪️ The what - Be introduced to key steps, tools and processes that you can use when developing your Pathways for Economic Growth plan.
▪️ The how - Understand how key approaches and concepts can apply to your local context.
Overview of the modules:
The P4EG course consists of 8 modules. These are:
▪️ Module 1. Introduction to P4EG
▪️ Module 2: Preparing for the P4EG design
▪️ Module 3: Review of global, national, and local context
▪️ Module 4: Local economic situation assessment
▪️ Module 5: Strategy making
▪️ Module 6: Action selection and planning
▪️ Module 7: Implementation, monitoring, learning and evaluation
▪️ Module 8: Communicating your vision/pathways
How to join?
To enter the course, please click the red ‘Join’ button to the left.
You can flexibly follow the modules in this course to suit your learning needs.
Each module can be accessed ‘on-demand’ for you to learn at your own pace, both individually, or as a team of colleagues in your municipality.
The course is open access (after registration with an email address) for anyone interested. The course is expected to take 4-5 hours, however, it is advised that the course is taken as part of the development of the P4EG within your town or city.
