Policy Brief

The political instability in the Latin American region makes it challenging for countries to incorporate and maintain long-term policies. Peru, a country with solid macroeconomic policies, has recently experienced one of its most critical stages in political terms in the last 30 years. In this scenario of uncertainty, how is it possible to prioritize policies that help achieve sustainable development goals?

This policy brief describes the process of challenges and knowledge gained from implementing and adjusting the SDG Push methodology to prioritize public policy interventions that could become SDG accelerators in a complex political context. In addition, the policy brief discusses the critical involvement of the government and how it contributed to the ownership of the process and the positioning of the SDGs in informed decision-making.

ABOUT THE AUTHORS

Ms. Verónica Briceño is Head of Acceleration Unit at Mosaico-Social Lab, and formerly an SDG Specialist at UNDP Peru. She is an industrial Engineer with studies in governance, public innovation, and entrepreneurship with 7 years of experience in sustainable development, social enterprises, and impact measurement within organizations such as TEDx, Kunan, UNDP and Mosaico-Social Lab. Verónica is a Member of Global Shapers (World Economic Forum).

Mr. Javier Bronfman the Regional Advisor on SDG Integration for Latin American and Caribbean at UNDP since September 2021. He is an Economist with more than 18 years of professional experience. He has worked in academia, international organizations, and the private sector. He has been an economist for the World Bank and a consultant for the Inter-American Development Bank, FAO, different governments, companies, and civil society organizations. He was the academic director of the master’s in economics and public policies program at the School of Government in Adolfo Ibáñez University and National Director of the School of Business and Economics at Andrés Bello University in Chile. He has been an undergraduate and postgraduate professor teaching courses in microeconomics, economic development, evaluation methods, poverty and inequality, public administration and public policies in both Chile and the United States. Javier has researched and published on social protection, labor market, poverty, inequality, education, and health, as well as worked on the formulation and evaluation of different programs and projects related to the SDGs and the 2030 Development Agenda. He has worked in several countries in Latin America and the Caribbean and Asia. Javier holds a master’s degree in Public Administration and Policy from the New York University and a Ph.D. in Public Administration from American University.

Mr. Carlos De Los Ríos

Mr. Franco Villagarcia currently leads the Prosperity and Poverty Reduction Program at UNDP Peru. He coordinates the formulation, management, and evaluation of programs to increase production, competitiveness, and incomes to reduce poverty and promote social protection. He also works with the public and private sectors to implement different methodologies and instruments for achieving the SDGs. 

Franco has over ten years of experience designing and evaluating public policies. He has closely collaborated with public and private institutions and multilateral organizations to implement initiatives in social policy, state modernization, and strategic management. As a high-level advisor in the public sector (Presidency of the Council of Ministers and the Ministry of Development and Social Inclusion), He has focused on strategic priority management, partnership promotion, and enhancing the center of government. He holds a Bachelor's degree in Business Administration, a Master's in Human Resources, and a Master's in Political Science with a mention of foreign affairs.
