Policy Brief

The 2030 Agenda calls for the collection of data at the local level to contextualize sustainable development challenges and monitor the progress of the SDGs. While local governments in fact use data, the level of analytics that are used to construct regional agendas is not homogenous. We propose a systematic approach for the creation of local agendas that identify development gaps, while fostering the multidimensionality and interconnectivity of public problems that become systemic development bottlenecks at the local level.

The policy brief systematically identifies local priorities in terms of how much the existence of such problems aggravate other issues. The approach builds on the acceleration and MAPS framework and includes community participation to appropriate priorities. While further analysis is required to assist policy analysis and recommendations, this first step for identifying local priorities is easily replicable and promising for harnessing data and fostering deeper analytical projects for the creation of local agendas.

ABOUT THE AUTHORS

Mr. Jesús Pacheco is an economist who currently coordinates the project “Implementation of the 2030 Agenda at the subnational level” at UNDP Mexico, where he works with different state and municipal governments on issues related to regional development, strategic planning, and policy evaluation. Since 2014, he has been working on public policy research and evaluation. His professional experiences include working in the public sector, consulting, and research in Mexico and internationally. Jesús is responsible for the development of various methodological strategies for the construction of monitoring systems and indicators at the subnational level in Mexico and is responsible for the construction of calculation instruments for the analysis of complex information related to planning, decision-making and accountability in the three levels of government. He is the main author of the Human Development Report 2020 at the municipal level in Mexico. He holds a master’s in public policy from the University of Chicago.

Ms. Cynthia Martínez currently serves as a Socioeconomic Development National Officer at the UNDP in Mexico. Before joining UNDP, she worked on the design and implementation of public policies and programs and qualitative and quantitative research in academia and civil society organizations. She has over 14 years of experience in socioeconomic development, social inclusion, human development, citizen participation, corporate social responsibility, and the 2030 Agenda. Cynthia holds an M.Sc. in International Development from the University of Edinburgh and a B.A. in International Relations from the Tecnológico de Monterrey. She has complementary studies in gender, public policy, evaluation, and management.
