Background

The Mayors for Economic Growth (M4EG) Facility is part of the M4EG initiative, launched and funded by the European Union since 2017. The M4EG Facility is run by UNDP, starting from 2021, in close cooperation with the EU, the local authorities, and a range of other partners.

Urban Learning Center

The Urban Learning Centre (ULC) brings new learning and networking opportunities within the M4EG network providing an enabling learning ecosystem. This includes a new generation of Local Economic Development Plans, moving from a linear project to a ‘portfolio of options’ approach to tackling complex challenges, and innovation mentoring and seed-funds.

The ULC intends to introduce approaches beyond ‘business as usual’ with a range of tools and approaches with an ‘urban makeover’ intention, including such things as foresight, social and community listening, sensemaking, adaptive and agile management, learning and monitoring effects, all with a strong focus on local solutions linked to the global objectives set out in the 2030 Agenda for Sustainable Development and its framework of SDGs.

Inspiration Sessions

The M4EG offers resources, network and learning opportunities to explore new trajectories of growth, to make towns and cities more attractive for people and investment in the Eastern Partnership region. ULC plays an energizer and aggregator role that not only provides content and learning opportunities but also proactively seeks to mobilize the network.​ In line with this role, M4EG seeks to organize a series of inspiration sessions offered to the whole network under the M4EG as a part of Urban Learning Center (ULC). Inspiration sessions will facilitate exchanges within an active and vibrant network of municipalities and will be open to all M4EG members.

Session Brief

The first inspiration session will be organized together with the City of Tallinn in Estonia and will focus on SDG localization and the transformative pathway of Tallinn. The session will provide inspiration on how Tallinn has utilized SDG localization and systemic approach to governance to transform itself from an industrial center to a digital hub and green city - earning the title of the European Green Capital for 2023.

In 30 years Tallinn has transformed from an industrial city into a start-up and digital hub in Eastern Europe. This has led to fast economic growth but also to several urban management problems that transition cities face - urban sprawl, congestion and social division. Now Tallinn is embracing the SDG-s as a framework to transform its governance system to face the challenges of 21st century cities. We will look at some of the insights from Tallinn's experience in key sectors on the road to SDG-s and how to use digitalization as a tool for better governance.
