This baseline report provides a high-level analysis of the legal and policy context in Kenay specifically of key indicators relevant to the #WeBelongAfrica programme’s country level activities. As such it contributes to a baseline assessment for the monitoring and evaluation needs of the programme going forward. The baseline data was collected through a combination of individual interviews with key informants as well as a review of secondary literature. The information and analysis provided in this report paint a broad picture of the legal and social environment in respect of the rights and inclusion of young key populations and LGBTI people to inform #WeBelongAfrica’s future strategy and programming in Kenay over the coming years.
