The GCHL Report demonstrates how bad laws and discrimination can undermine efforts aimed at the reduction of new infections in the HIV & AIDS response. The 2018 supplement to the Commission’s original report assesses new challenges and opportunities for driving progress on HIV, tuberculosis and viral hepatitis through evidence and rights-based laws and policies. The report also provides insights on why governments must tackle bad laws and take urgent action to ensure rights-based responses to HIV and its co-infections (tuberculosis and viral hepatitis) treatment and prevention programmes.
